Minutes of the extraordinary planning meeting held on Monday June 27th 2005 at 7.30 p.m. at Dove Cottage

Present: Councillors Mrs H Huish (in the chair), Mr M Morley, Mr P Lorenzo, Mr A Moreton, Mr R Walters, Mrs F Winrow-Giffin, Mrs C Hellier and Clerk Miss N Rush. No members of the Public

To receive declarations of interest relating to this agenda

 

Cllr Huish declared an interest in No 33 Gracechurch Street and therefore could not participate in the decision or voting process.

To accept Minutes of the Meeting held 13 June 2005

 

Proposed by Cllr Moreton, seconded by Cllr Walters and agreed by all present at that meeting that the minutes are accepted as a true record of the meeting.

   

4.

Planning applications

1212/05 Henry Street, Affordable Housing. To erect 11 houses for shared ownership. The council was very pleased to see the application for this development. Proposed by Cllr Winrow-Giffin, seconded by Cllr Morley, all agreed that approval is recommended for the planning application.

1196/05 & 1197/05  33 Gracechurch Street, Debenham. Erection of single storey extension. Cllr Huish had under item No 2 declared an interest and therefore could not participate in the decision or voting process. The plans were examined by the other councillors and proposed by Cllr Morton seconded by Cllr Walters, all agreed with one abstention that approval be recommended, for both planning permission and listed building consent.

 

1159/05 Dairy Cottage, 50 Aspall Road, Debenham. Listed building consent to replace three single glazed softwood windows in extension. After examination of the application Cllr Morton proposed, seconded by Cllr Walters, all agreed that approval is recommended for listed building consent.

 

1273/05 40 High Street, Debenham. Listed building consent to erect a brick built boiler house at the rear of building. Neither the flue nor position of the boiler was shown on the plans received. Concern was raised over the building of the boiler house onto the neighbour’s wall. Also the impact of noise and flue gases on the neighbours. The council saw no reason to reject the application providing that the building regulations were satisfied and that the neighbours were happy. Proposed by Cllr Morton, Seconded by Cllr Lorenzo, all agreed that Approval is Recommended.

Applications received since publication of agenda

 

LB1245/05 Crows Hall, Debenham. Reworking of No 2 existing dorma windows, removing of some partition walls and retiling of house. . After examination of the application Cllr Winrow-Giffin proposed, seconded by Cllr Hellier, all agreed that approval is recommended for Planning permission

   

6.

Suspension of standing orders: for ten minutes: to allow members of the public to speak. Meeting open to the public for ten minutes. No public were present

   

7.

To agree on final recommendations for submission to MSDC Planning

Department. Proposed by Cllr Huish, seconded by Cllr Morley that the final recommendations are submitted

MSDC approvals received: 0881/05 Walnut Cottage Debenham Planning permission granted

URC burial ground. The clerk had written a letter to the solicitors of Debenham Parish Council requesting that proceedings received no more delay and that a ceiling of the amount agreed in the September 2004 letter is fixed on the legal costs. The letter also conveyed that the council is content to obtain the land on either a freehold or leasehold basis and reconfirmed that transfer of the land should take place as a matter of urgency so as to avoid the loss of the final funding option. Proposed by Cllr Winrow-Giffin, seconded by Cllr Walters that the letter is sent.

12.1

Cllr Walters reported that the warning notice that he had put on the wooden fort had been removed by a member of the public and that he had now removed the immediately dangerous bolts and step. New notices were erected requesting that the apparatus is not used. Cllr Winrow-Giffin reported that the Community Service Co-ordinator requested to remove the wooden fort had been contacted again and the urgency of the removal reinforced. Cllr Huish reported that she had seen parents allowing their children to use the fort even with the notice in place, she explained the danger. The council strongly reiterates its request for the co-operation of the parishioners not to allow their children to use the apparatus.

12.2

Aspall Road play area gate padlock. The original lock which allowed other key holders to access the area for grass cutting etc had gone missing during the time of the contractors carrying out the work to the lakes. A temporary lock had been installed, Cllr Walters to purchase a new one for which the council agreed that the invoice should be sent to the Woodland Committee with an accompanying letter.

12.3

Cllr Winrow-Giffin reported that the Aspall Road sign opposite the bus shelter was damaged and that the river running from Gull Farm past the Bus shelter, along Ipswich Road around Cherry Tree Green and along Low Road to The Butts was overgrown and could pose a flooding danger. Also reported was a fallen tree blocking the rivers course on Aspall Road and the Gardeners Road and Low Road signs were rotten, despite being reported to Highways on April 4th. Also the vegetation on Butts / Little London Hill corner had still not been cut down despite being previously reported to Highways. None of these areas belong to the Parish Council and the clerk agreed to address and readdress these problems with the relevant departments at Mid Suffolk District and County councils.

12.4

The ditch along side the allotment is full of vegetation posing another threat of flooding. Cllr Lorenzo agreed to approach the allotment association and arrange for them to be cleared.

12.5

Clerk to write to MDSC to find out the ownership of the area of green verges in Henniker Road. At present the District Council cuts it but claim that they do not own it. The Parish Council is also not in ownership of the land.
