Minutes of the planning meeting held on Monday July 18th 2005 at 7.30 p.m. at Dove Cottage

 

Present: Councillors Mrs H Huish (in the chair), Mr M Morley, Mr P Lorenzo, Mr A Moreton, Mr R Walters, Mrs C Hellier and Clerk Miss N Rush. One member of the Public

Proposed by Cllr R Walters, Seconded by Cllr A Moreton that the minutes from the Extraordinary Planning meeting held on the 27th June are signed as a true and correct record.

Planning applications

 

4.1

1348/05 17 Chancery Lane, Debenham. Remove one eucalyptus

Following discussions it was proposed by Cllr M Morley, seconded by Cllr C Hellier, all agreed that approval is recommended for this application.

4.2

1206/05 Greenkeepers Cottage, Great Back Lane, Debenham. Removal of condition 9 from previous granted permission 0986/00 (No development shall take place within the site until the applicant has secured the implementation of a programme of archaeological work in accordance with a written scheme of investigation which has been submitted by the applicant and approved by the planning authority). Concern was expressed as to why the building was allowed to be erected without the required archaeological survey. Proposed by Cllr Huish (chair), agreed by all that permission is reluctantly recommended as it would be impracticable to demolish the building, which would destroy any archaeological evidence which had not already been destroyed in erecting the building. MSDC to be asked to provide an explanation as to the reasons for the failure of their enforcement officers to ensure compliance which had enabled the “illegal” erection of the structure.

1376/05 13 Gracechurch Street, Debenham. Bricking up of door opening

Following discussions it was proposed by Cllr A Moreton, seconded by Cllr C Hellier, all in favour that approval is recommended for this application.

Applications received since publication of agenda

1001/05 Debenham Leisure Centre. Erection of spectator stand, installation of floodlights to Debenham FC football pitch. Amendment to original application. It was explained that Council’s original objections were not valid in planning terms but were management issues. If Council wished to continue to object it must do so on planning grounds if the matter was to be referred to Committee. Whilst some reassurances had been received by Council in respect of the continued availability of the site for fund-raising and community events and some other sporting activities. The concern over the permanent loss of cricket facilities was still an issue.

Concern was raised over:

·         the lack of parking provision to accommodate the proposed project and the traffic management problems that this would cause. Existing car park is already heavily used at peak times.

·         loss of amenity to neighbouring properties as a result of   light pollution. Whilst the spillage complied with the legal requirements, the elevation of the site would mean that neighbouring properties would look out onto a wall of light. This wall of light would also impact on the village as a whole and the approaches to the village..

·         erection of a permanent structure / building was considered inappropriate to this site.

 

 It was therefore proposed by Cllr A Moreton, Seconded by Cllr P Lorenzo, all in favour that approval for this application is not recommended.   

 

 

6.

Suspension of standing orders: for ten minutes: to allow members of the public to speak Proposed by Cllr R Walters, Seconded by Cllr P Lorenzo, agreed by all, that standing orders be suspended for 10 minutes to allow the member of the public to speak.

The member of the public brought to the council’s attention the conversion of a garage into a dwelling and queried whether permission was required. The clerk agreed to write to Mid Suffolk District Council Planning Department asking them to investigate this along with the erection of a shed in Great Back Lane which has been sighted directly beside the highway. No further comments, standing orders resumed.

To agree on final recommendations for submission to MSDC Planning

Department. Proposed by Cllr P Lorenzo, Seconded by Cllr A Moreton, all in favour that the recommendations are submitted to MSDC Planning Department.
