No 5 of 2006/2007 Minutes of the Parish Council Meeting of Debenham Parish Council held on 18th September 06 7.30pm at Dove Cottage

Present:

Councillors, Mr M Morley (in the Chair), Mr A Moreton, Mrs H Huish, Mrs C Hellier, Mr B Fisher, Mr P Lorenzo, Mrs F Winrow-Giffin , Mr R Walters, Nikki Rush (Clerk) and one member of the public. Sgt Mercer arrived at 7.34pm

1.

Apologies for absence. Apologies received from Councillors Cockerton, Skelton, Evans and Bull. No apologies received from Cllr Grover.

To receive declarations of interest relating to this agenda. Interests were declared by Cllr Lorenzo item 21b and Cllr Fisher item 15. No other declarations received.

3.

Minutes of meeting held on 17th July 2006 The Clerk informed the meeting that amendments received by e-mail had been included where applicable. Six in favour, two abstentions that the minutes be signed as a true and correct record. Motion passed

4.

Police Report. Sgt Mercer apologised to the members for the lack of Police reports for the past three months. The reported crimes for the months concerned were: June, one theft; July, one theft, four criminal damage; August, one assault, one possession of cannabis, one obtaining property by deception and two criminal damage. Crimes for September as of the 18th, one obtaining property by deception and two criminal damage. Sgt Mercer continued by reporting on the recent meetings with the residents of Coopersfield. Members were informed that the people who were meeting in the Aspall Road car park in the evenings and making lots of noise with their mopeds, cars and music had caused the residents of Coopersfield to live in fear. It was reported as being evident from talks with those responsible, of which half were from Debenham and half from other areas, that they were unaware of the impact that their actions were having on others but felt persecuted as they felt they had a right to be there. In August Sgt Mercer had requested regular Police checks to be made, which meant that duty officers from Elmswell and Stowmarket were tasked to Debenham to make purposeful visits to the Aspall Road car park rather then just checking the area if they were passing. This increased policing had resulted in a youngster being arrested for the possession of cannabis and an overall reduction in the number of people congregating in the area. A funding application, for £2500 under the Pathway Project, a multi-agency approach, had been submitted to help fund problem solving measures. Apologies were given that it had not been possible to consult with the Parish Council due to the short time scales necessary in completing the application.. The application had been submitted for the money to investigate installation of specific items : alternative area for youths to meet, in the form of a shelter; barrier to the Aspall Road car park; barrier to Cemetery Drive and speed bumps. One Councillor informed Sgt Mercer that the application for funding was greatly appreciated, however the matter of a barrier for the Aspall Road car park had already been explored by the Parish Council.The decision was that the car park is for the use of visitors to the cemetery, woodland and lakes as well as the residents in the area and installing a lockable barrier would prevent cars being parked overnight. Sgt Mercer was thanked for the work done to date which had received very positive comments from the residents of Coopersfield. Sgt Mercer continued to inform the meeting that the rave scene had greatly increased in Suffolk, with the Eye area being specifically targeted. Local residents are requested to be alert to the normal volume of traffic on the roads and report any unusual increase in vehicles to the Police by phoning ‘999’ and quoting ‘I think it’s a rave’. Community centres were reported as being targeted as venues for raves. Sgt Mercer stated that she would be sending letters to all Community Centres informing them of the problem and requesting that they include this in their risk assessment. Sgt Mercer was thanked by the Chairman and left the meeting at 8pm.

Committee reports

Draft Minutes of Allotment and Cemetery Meeting held on 11th September. For approval. Cllr Morley gave his sincere thanks to those on the Cemetery and Allotment Committee for all their hard work and for producing clear, reasoned recommendations. Members were then requested to accept the recommendations made by the Committee. Cllr Lorenzo proposed, seconded by Cllr Walters all in favour that all recommendations except item 7e - ‘Consideration of Speed humps in the car park / gate across Cemetery Drive’ be accepted by Council. Cllr Moreton raised concern that there was not enough evidence without CCTV footage of the misuse of the Aspall Road car park and Cemetery Drive to make a decision regarding the installation of a gate across Cemetery Drive. It was also noted that any gate would prevent access to the Cemetery by disabled visitors and therefore, without evidence, the £3500.00 cost of installing gates could not be justified. The Cemetery Committee proposed, seconded by Cllr Winrow-Giffin seven in favour, one abstention that gates are not installed across the entrance to Cemetery Drive. Cllr Winrow-Giffin stated that speed humps are very noisy when cars go over them. Cllr Morley stated that he agreed that they were noisy when cars are travelling at 25 – 30mph however the speed along Cemetery Drive would be approximately 5mph therefore noise would probably not be an issue. Cllr Huish informed members that there was money remaining in the MTI budget which could be used for the installation of speed humps and a sign. Cllr Walters proposed, seconded by Cllr Hellier agreed by all that the installation of speed humps should be re-costed. RW

Cllr Lorenzo thanked the five members and in particular Dr P Huish who attended the Cemetery Working party on the 16th September 06. The New Urn Garden had now been laid out and various other tasks carried out. Major tree work to be included in the winter maintenance of GB Contracts. Clerk

12.2

Finance and Employment. The Clerk informed the meeting that an anomaly had been discovered in the accounts when completing the external audit form. The anomaly was thought to be in the handling of the debtors and creditors at the 04/05 – 05/06 year cross over. Unfortunately despite many hours working on the accounts by the Clerk and the internal auditor the anomaly could not be found. It was therefore recommended that the accounts be presented to an independent external accountant as recommended by the internal auditor. The Clerk informed members that advice received from the internal auditor concluded that there would be no problem with missing the 30th September deadline as long as the external auditors, Lubbock Fine were kept informed. Cllr Huish proposed, seconded by Cllr Lorenzo all in favour that the accounts be given to independent accountants Green and Seager in Stowmarket to be balanced. A preliminary estimate of £400 - £600 had been obtained for the accountant for their work with the assurance that it would be kept as low as possible. HH / Clerk

13.1

Affordable Housing. Update report for publication in Parish Magazine and Notice Board. For approval. Cllr Huish proposed, seconded by Cllr Moreton all in favour that the following statement be published in the parish magazine and on the website.

Progress on the Henry Street Affordable Housing development

The development of these much needed houses has been delayed by the need to make a slight amendment to the planning application. We recognise that this is enormously frustrating for those who are desperate for the chance to set up home in the village. Parish Council representatives will meet on the 27th September 06 with officers from Mid Suffolk District Council and Flagship Housing Association to resolve the issue.

The Parish Council will try to keep you informed of the expected start date for the building works.

13.2

Village Enhancement. Erection of advertising posters in a conservation area. Decision. The Clerk informed members that, following advice received from SALC, the position on the removal of posters from telegraph poles was that it is the decision of the owner of the poles as to whether they permit posters to be displayed on them. The Clerk agreed to write to Suffolk County Council, British Telecom and EDF requesting permission for the Parish Council to remove any such posters. Clerk

OTHER CONSIDERATIONS

We are blessed that in this wonderful part of our country we rarely have severe weather problems, and power cuts / floods etc rarely last for too long. As a result, incidents that are outside the norm, do tend to catch us out. As winter approaches have you thought what you might have to do to prepare for inclement weather, snow, power cuts, floods etc? . (In a severe emergency the PC will man Dove cottage or the URC as a centralised incident control point). However:

Have you considered making up a box of useful bits and pieces so that you know where to find them quickly and easily in the event of an incident?

You might include the following items in your box. This is not an exhaustive list:

A supply of cans of food, perhaps a few days worth to tide you over. Include bottled water in your preparations. How would you prepare warm food or drink? Small gas cookers are readily (and cheaply) available. A supply of candles (and matches to light them) might be useful too.

A torch with spare batteries? How about a small first aid kit?

Medication. If possible keep enough prescription medication to cover a few days. Just as you might if you were to go away on holiday.

Be a good neighbour. Have you any close neighbours / friends who might need your help in inclement weather or other situations?

If you live in a flood risk area have you considered how you would protect your own property? It is YOUR responsibility, not local government. Do you have space to store sandbags and of course the sand or earth to put in them? Have you signed on to the Environment agencies “Floodwatch programme” They will send you an automated warning if a flood is likely. Take time to read the Parish Councils Flood plan. This is published on the Parish website, or can be obtained from either clerk, or a member of the Parish Council.

Finally did you know that mobile phone systems are likely to close down after a few hours of electricity power cuts? Your phone might be fully charged but the aerials have only a few hours of back up battery power. Do you have landline? That should still work (if the lines are not damaged) as the power supply for your phone is from a different source.

Play Areas. Aspall Road Recreation Ground - Proposed location of new equipment and associated costs. Deferred from July meeting. For approval. Cllr Walters informed the meeting that the grant funding application had been completed and was now ready for signing by the Chairman. Doubt was raised over the location of the youth shelter as the original position on the Recreation Ground was not thought to be prudent in light of the problems experienced in the area and the close proximity to Coopersfield. It was agreed that funding would be pursued without the exact location of the shelter being stated to allow further investigation into the shelter’s final position. The football and basket ball field would still be installed at the Recreation Ground as planned. Cllr Moreton stated that the provision of a Youth Shelter on the Recreation Ground had been mentioned to the residents of Coopersfield and no problem had been foreseen, although no official consultation had taken place to date. 13.5

Street Furniture and Public WC

a)

Toilet Cleaning Contract. Quality Control Procedures. Decision. The Chairman informed members of the meeting between himself, the Clerk and two supervisors of the toilet contract cleaners. A Quality Control system had been discussed and agreed consisting of regular unannounced inspections every four weeks by the Supervisor in conjunction with the Clerk and an inspection sheet would be completed giving a rating out of five. A clause in the contract had been discussed at the meeting where if both parties agreed that the toilets had not been cleaned to the agreed standard for a period of time then a reduced payment would be made for the time agreed. However the owner of the Contract Cleaners has not yet agreed the clause.

b)

Payment of Water Charges from 29th January 06. Decision. According to the license which had been agreed and signed between MSDC and the Parish Council, the Parish Council is responsible for all running costs of the toilets until the transfer is complete. It was agreed that the Clerk write to Anglian Water clarifying the payment structure whilst making enquiries regarding the installation of a water meter. Clerk

Members were informed that a temporary repair made to the toilet cistern in the gents had not been successful; a part was now on order and would be fitted when to hand. The cost of this would be met by MSDC as the agreement stated that the toilets would be handed over in full working order. In the meantime the door of the gents cubical had been locked and an out of order poster displayed.

c)

Laying of slabs for Galvanised bin out side Parish Shed. Decision, approval of maximum expenditure of £100.00. Cllr Morley proposed, all in favour that a budget of £100.00 be agreed for the purchase of materials to enable a working party to lay some slabs .

d)

Market Green Bench. The bench was reported as now being repaired and ready for installation on Market Green. A bench in the Cemetery was reported as having rotten planks. Cllr Huish proposed, seconded by Cllr Moreton all agreed to an expenditure of £50.00 for replacement planking. Dr Huish was thanked for his work to the Market Green bench.

a)

Approval to publish speed watch article. Cllr Morley proposed, agreed by all that the following statement be published on the website and in the Parish Magazine.

“Speedwatch” is a national anti-speeding initiative that is now being trialled in Suffolk. The scheme, in use in some parts of the country for a number of years, has demonstrated some considerable success in curbing speeding. Community based volunteers, working under Highways and Police Authority auspices are trained to operate hand held speed guns. They carry out random roadside checks at places where local people have raised concerns. A team of two people operate together, noting speeding vehicles details on a proforma, which is then submitted to the local Police. They enter the details on a database, identify the owner and write a warning letter. If the vehicle is reported again the Police will escalate the action, and if required will take further action. Communities could work as “twins” carrying out checks in areas other than their own community in order to avoid potential problems with intimidation or accusations of favouritism. If the trial is deemed a success in Suffolk, would you, the community, support Debenham Parish Council in organising a volunteer based team to participate in the scheme? Clerk

b)

Polling question regarding Speed Watch. For approval. Cllr Morley proposed, agreed by all that the following question be posed on the website.

14.

Hoppit Woodland and Lake Project:

14.1

To receive minutes of meeting of 8th May 2006. Matters arising. It had been previously agreed that the Woodland Committee would contribute to the emptying of the rubbish bins located around the lake and woodland for a period of time. Cllr Huish proposed, seconded by Cllr Moreton agreed by all that the Clerk writes a letter to the Treasurer of the Woodland Committee stating that in view of the small amount of time that the bins had been installed, the Parish Council would waiver the previously agreed charge for the emptying of the rubbish bins around the lake. Report of meeting of 4th September 2006. Matters arising. Members were informed that the grant funding for the trees had been resolved and that the money would be received shortly. It was noted that the invoices for payment were minuted under ‘Any Other Business’ instead of under the agenda item ‘Accounts for Payment’ The Clerk agreed to send a letter to the Chairman of the Woodland Committee CC the Treasurer informing them that decisions can not be made under ‘Any Other Business’ and suggesting for clarity that invoices are on the agenda under ‘Accounts for Payment’. Clerk

URC. Letter regarding transfer: Stamp Duty Land Tax Certificate for signing. Decision. Cllr Morley proposed, seven in favour, one abstention that the Stamp Duty document be signed and returned to the Solicitors to enable completion of the transfer of the burial ground from the United Reform Church to the Parish Council.

Clerks’ report. The Clerk reported that Planning permission for the New Urn Garden had been received and the area laid out ready for the first internment of ashes. The United Reform Church burial ground in Great Back Lane, although not yet transferred to the Parish Council was in the process of being cleared by the Probation Service in order to allow regular maintenance until funding was found to convert into a memorial garden and associated car parking. A meeting with the grave digger at the Cemetery had resolved the historical problem of soil being dumped at the roots of the trees and subsequently killing them on the eastern boundary. It had been agreed and recommended by the Cemetery Committee that an enclosure be constructed from sleepers for the soil to be stored in before removal from site via a skip.

CILCA Intensive course for AQA Clerk Qualification at SALC in November 06. Course fee £250.00 plus VAT. For approval. The meeting was informed that money had been set aside for study time and the employment of a Locum Clerk to enable the Clerk to train for the AQA Clerk Qualification. Cllr Huish proposed, seconded by Cllr Winrow-Giffin agreed by all that the Clerk be permitted to go on the course in November. It was noted that the Clerk should be applauded for her enthusiasm, ongoing support and commitment.

19.

Permission to purchase new Arnold Baker book. Deferred from July meeting. For approval. Cllr Lorenzo proposed, seconded by Cllr Walters agreed by all that the new edition of the Arnold Baker book be purchased at a cost of ££54.75 including delivery with the old copy stored in Dove Cottage for reference. Debenham Roundabout Preschool. Request for letter of support for application for new building. Decision Cllr Huish proposed, seconded by Cllr Moreton all in favour that a letter of support is sent to the Chairman of the Pre-School. Clerk

21.

Section 137.

a)

Vitalise. Organisation providing services to disabled people their carers and family. Donation Request. The Clerk informed members that following a telephone enquiry it transpired that the charity had not actually assisted a parishioner of Debenham. They had however received three weeks volunteer work from people residing in Debenham at which the charity had subsidised £175.00 per week for each volunteer. Cllr Lorenzo proposed, seconded by Cllr Winrow-Giffin agreed by all that as the charity had not assisted a resident of Debenham then no donation could be given according to the rules governing the Section 137 spending powers. The Clerk agreed to write to Vitalise informing them of Councils decision. Clerk

Cllr Moreton proposed, seconded by Cllr Huish seven in agreement, one abstention that a donation is not given as not permitted under the section 137 spending powers. MSDC regarding outstanding street grant monies

Chair’s urgent business: any items not on this agenda but of such urgency as to

merit, in the Chairman’s opinion, immediate action. The Chairman informed the meeting that he had received a telephone call from a Mr Trevor Hatcher, grandson of Mr Hatcher whose gravestone had been knocked over and damaged in the Cemetery. Mr Hatcher was informed that attempts to contact relatives had been unsuccessful and that an offer from Mr Carter to repair the headstone had been accepted in the absence of any relatives. Mr Hatcher was reported as being very grateful for the efforts made but stated that the responsibility for the repair was his. A meeting had been arranged with the Police, Mr Hatcher and Mr Carter as it was thought that the damage had been caused intentionally.

Standing orders suspended: Meeting open to allow members of public the public to speak for 10 minutes All agreed that Standing Orders be suspended at 10.12pm. No comments received. Standing orders resumed 10.12pm.

Any other business – for information exchange only. Cllr Winrow-Giffin informed the meeting that half of the rights of way response had been completed and would be ready for submission on 22nd September 06.

Advertising revenues continue to increase and the year-end target should be met.

The failure of UK Hosts to deliver some of the promised improvements is causing some concern. The Editor will be asked to contact Darryl Kirk (MD) about how to improve this situation.

Toilets

Full handover of ownership from MSDC awaiting reply from our solicitors.

Blocked drain causing flow onto roadway and problem with Gents toilet bowl not flushing were reported to MSDC many times. These have now been fixed.

Cleaning – meeting held with B&G Services to agree inspection, quality control and problem resolution processes for the coming year.

River Clearance

Environment Agency gangs have now started clearing Low Road and Cherry Tree Green stretches of the river. Vegetation in river at Priory Lane bridge has also been reported.

Vicarage Garden Flooding

Hugh Creerand of Anglia Water has confirmed that the collapsed sewers in Gardeners Road will be replaced. This work should have started in August but I haven’t had it confirmed that it is underway.

Low Road Traffic Flow

A reply to letters to managers at Suffolk County sent as agreed at the site meeting indicates that the proposed one way system would be too expensive to implement. This will be resurrected if and when the adjacent site is developed.

The ‘H’ marks preventing parking outside entrances in High Street were provided promptly.

Bar B Q

A very pleasant, if rather cold, evening was spent drinking, chatting about all things non-Parish Council, drinking, eating fine foods and drinking. Many thanks to Corel for bringing along that beautiful cake!
