Minutes of the planning meeting held on Monday 10th July 2006 at 7.30 p.m. at Dove Cottage

 

Present: Councillors Mr M Morley (in the chair), Mrs H Huish, Mrs L Cockerton, Mr B Fisher, Mr P Lorenzo, Mr R Walters, Mrs A Evans the Clerk Miss N Rush and three members of the public.

 

 

1.

Apologies for absence. Apologies received from Cllrs Hellier, Winrow-Giffin, Moreton and Grover. It was noted that no apologies had been received from Cllrs Ball and Skelton.

 

 

2.

To receive declarations of interest relating to this agenda. No declarations received.

 

 

3.

To approve Minutes of the Planning Meeting held 12th June 2006. Members were requested to check the minutes for matters of accuracy. The Chairman, Cllr Morley proposed, agreed by all that the minutes be signed as a true and correct record.  

 

 

4.

Planning applications

 

4.1

1332/06 31 Gracechurch Street, Debenham. Erection of single storey extensions to the side and rear. Erection of porch to front elevation. The chairman invited members of the Council and those in the public gallery to examine the application 7.32pm. 7.39pm members rejoined the table.

Chairman notified members of a meeting with Mr and Mrs Aldous and two other neighbours from adjoining properties.

The Chairman requested council to consider the following caveat for inclusion with the recommendation to MSDC. ‘The Parish Council recommends that a condition be placed on the development that limits future fenestration or use of windows at a 1st floor level which would overlook bungalows to the South. Further we ask MSDC to ensure that drainage of surface water resulting from the considerable enlargement of the existing foot print is dealt with such that existing surface water problems of neighbouring properties are not exacerbated’.

 

 

4.2

1253/06 Crows Hall, Debenham. Proposed demolition of 19th Century chimney stack from first floor level to ceiling level. The specification of the proposed was read to the meeting by the Chairman for consideration under item 9.

Applications received since publication of agenda. No applications received.

 

 

6.

Consultation document regarding a proposed O2 mast at Camp Green. Members examined the consultation document. The Clerk agreed to write to the agents stating that the Council looks forward to receiving the full and detailed application and recommending that the owners of all the properties which would be visibly effected are also consulted.

 

 

7.

Suspension of standing orders: for ten minutes: to allow members of the public to speak. Cllr Walters proposed, seconded by Cllr Huish agreed by all that standing orders be suspended. 7.57pm. Mr Dunn of No 4 Low Road addressed Council with his concerns regarding the proposed build on the site of the old garage on the corner of Low Road. Mr Dunn stated that he was against flats being built for the rental market and preferred any properties to be built to be tenant owned. Concern was also raised over the congestion and the danger of entering Low Road from the High Street. Cllr Morley informed the meeting that his meeting with Suffolk County Council Highways Department had covered this concern and that it was hoped that there would be a one way system installed to alleviate the problem. The meeting was informed that there were no detailed plans at the site meeting and all talk at this stage was purely speculative. When the Parish Council was in receipt of the planning application more details would be known and further discussion could ensue. Mr Dunn raised the issue regarding wooden posts being installed on Cherry Tree Green to prevent parking when permission had been granted by the owner of the green, MSDC who had also instructed for a drop kerb to be installed. Cllr Morley stated that this was a planning meeting and requested that the item be included on the agenda for 17th July 06. Standing Orders suspended 8.10pm

Proposed build on the site of the old garage on the corner of Low Road. Pre-consultation. Cllr Morley informed the meeting that his understanding from the site meeting was that there would be a maximum of six dwellings to be built in the same style of Church Row with twelve allocated car parking spaces. Members were informed that the architects had been challenged and had agreed to include flood prevention measures in the design. The proposed dwellings, it was understood, would be North facing with the allocated car parking behind a brick and iron fenced wall on the High Street side of the development. A subsequent meeting with Highways Department had resulted in the recommendation that Low Road be made one way with permitted travel in a West direction only. The existing Low Road junction beside the Cherry Tree Pub affords good visibility and therefore lends itself to the proposal. 

 

 

9.

To agree on final recommendations for submission to MSDC Planning

Department.
